Signal Processing Toolbox is needed for Resample function.
So, make sure your MATLAB has installed the signal processing toobox app.
Solutions:
1. click [APPS]->[Get More Apps] button.
2. search “Signal Processing Toolbox” in input textbox.
3. install signal processing toolbox app.
4. restart your MATLAB. Then this error is solved.
